Steve Wynn is one step closer to operating the Streep casino in five years, and the Game Management Board voted unanimously Wednesday to recommend a $2.7 billion Win Las Vegas permit.

The Nevada Gaming Commission will consider the issue on Mar. 24. Wynn said it plans to open the 2,700-room resort on Apr. 28.

It took less than two hours for gaming regulators to recommend licensing approvals for resort management team Wynn Resorts and Wynn's business partner, Japanese slot machine maker Arujesa.

"It's been a while since we've had a project this size in front of us," said Denis Nealander, the president of the control board. "Mr. Win is an innovator and I'm a regulator. We are very different. I can't even think on a plane like he is.

"But if you look at this project from a regulatory perspective, there are no regulatory issues. He has a track record of implementing his ideas very well."

After the hearing, Wynn said 60 months away from the casino operator's day-to-day operations had played a cathartic role, allowing him to focus on developing strip resorts dotted with 50-story curved towers.

Wynn said he spent 21 and a half years designing the building, and 21 and a half years on another construction.

"I had a very, very isolated tone," Win said. "There were other people in the company who knew what the latest slot machines were and what the latest parts of software technology were. I didn't have to worry about it because I knew my colleagues would do that.

"I was focusing on a more fundamental problem of human aspiration. Could my building be a repetition of the most common things to mankind? Is there anything else besides Bellagio?" 슬롯사이트 순위

He also said the second phase of development for the Wynn Las Vegas site, which will include a second hotel tower, was "far away in the design stage."

Wynn's team took less than an hour to claim the license to the control board.

The only minor problem was the casino's private game salon design.

Wynn Las Vegas was seeking approval for the three salons, but conservatorship commissioner Bobby Schiller said his readings on the design showed only two locations, and he questioned the use of private restaurants. Wynn told regulators he expects a large influx of Asian gamblers with many credit lines into Las Vegas over the next 15 to 16 months. Many of them will be introduced to Las Vegas through Macau's upcoming Wynn Resort casino.

The board also approved Aruze, whose meeting was attended by several company officials, including Kazuo Okada, without much discussion.

In June, gaming regulators questioned representatives of the Japanese company over four hours of compliance.

On Wednesday, the same regulator praised Aruz executives for sticking to their concerns. Management committee members also praised Wynn Resorts for its financing of its balance sheet and strip resort, a far cry from Mirage's permit about 15 years ago, as many estimates suggested the resort should earn $1 million a day from gamblers to meet its financial obligations. Wynn said The Mirage made $480 million in revenue in its first year of casino operations, and another $410 million in non-casino revenue.

Wynn has been critical of the live entertainment tax introduced during the legislature in 2003. He said he hopes the current legislative session will change the tax.

"It's a mistake to tax a lounge the same as a showroom," Wynn said. "All you have to do is take away entertainment."

During a 20-minute presentation to control board members, Wynn discussed the building's design, his insistence on hiding much of the property entertainment aspect behind man-made mountains, and how Las Vegas customers have changed.

He gave little insight into the layout and interior attractions of Win Las Vegas, and said he wanted the hotel to be the center of attracting customers inside.
